Or outside the harbor there are plenty of agencies that sell tickets for a hydrofoil to Hai Phong, then you take a taxi to Bus station to get bus to Ninh Binh.
- Tourist Bus Cat ba to Cai Vieng harbor, then get on Speed boat or Ferry to Got harbour -> bus Cat Ba Island to Ninh Binh (12$ ~ 310.000 VND / 4.5 to 5 hours ).

They will pick you up at your hotel, resort, hostel from Cat Ba island or somewhere far away from the center like Beo harbour or some others homestay around the island, then the bus take you to Cai Vieng harbor, Ferry is waitting there for 25 minutes to the other side, and from here an other bus take you straigh to Ninh Binh town and Tam Coc up on your request.
